Cozumel Finalizing Details for a 911 System
Starting next fall Cozumel will stop using the 066 and join a nationwide change to a 911 emergency number. A working meeting took place earlier this month between the Municipal Government and the Computer Center Command and Control (C4) of Cozumel to coordinate the efforts to allow this necessary tool to operate properly.
This meeting was headed by the Secretary General of the City, Roberto Marin Flores was held in the Board Room of City Hall, on behalf of the Municipal President, Fredy Marrufo Martin. Marin Flores stressed the importance of migrating to this unique number that connect all emergency agencies that exist on the island, for better coordination in addressing the calls for help.
The change to 911 is occurring throughout the country, a total of 16 states of Mexico, including Quintana Roo, were scheduled to switch in 2016 and the others, no later than June 1, 2017. While the National Commission on Security (CNS) had issued Cozumel Island a deadline of October 3rd of this year to change, setbacks in the progress of training on the management of the new system has pushed the deadline to September 26, 2017.
He noted that in the case of Cozumel the emergency number will be administered locally by the C4 of the island, to be known as “Centro de Atención de Llamadas de Emergencias” (CALLE), it will be a modern system with faster response time as a result of better coordination of the authorities.
Marin Flores, urged the managers of the various agencies involved to eliminate the use of emergency number 066 and commissioning 911 operation, to avoid confusion when emergency care is needed. He also announced that this number change will bring a solution to one problem that has bedeviled anyone who has required ambulance service. The “Centro Regulador de Urgencias Medicas” (CRUM), will be the in charge of dispatching ambulances.

Cozumel “Canine and Feline Adoption” Campaign Positive
Germán Peraza Vazquez, Deputy Director of Health reported that from January to June of this year, only 10 dogs were adopted from the Animal Control Center (CCA). In response to this problem, Municipal President, Fredy Marrufo Martín initiated a campaign in July to encourage adoptions of abandoned cats and dogs. A major improvement has been achieved, as of this month, 25 dogs and two cats have been adopted.
Peraza Vazquez said that the dogs were given to the families free of charge. However, he explained the new owners must sign a letter of responsibility, and be willing to provide documentation of care in the future, as well as allow visits to observe that the living in conditions of the adopted pet is adequate.
The official invited Cozumeleños to sterilize dogs and cats to avoid their presence in the streets, he urged families to adopt instead of buying pets and asked those who have dogs or cats at home provide an optimal quality of life.

Cozumel’s Official Independence Day Ceremony 2016
Cozumel, September 15, 2016.- The mayor of Cozumel, Fredy Marrufo Martin, led the traditional ceremony of “Grito de Independencia” from the balcony of City Hall.
The Secretary General of the City, Roberto Alan Marín Flores, was commissioned to read from the historical document “Sentimientos de la Nación” (Sentiments of the Nation) authored by José María Morelos y Pavón. Letting the world know “That America is free and independent of Spain and any other nation, government or monarchy.”
The Mayor then delivered where the traditional speech about the heroes who began the fight for independence 206 years ago.
The Mayor addressed the crowd saying the traditional harangues:
“People of Cozumel!”
“Mexicans!”
“(Long live) Viva the heroes who gave us our country!”
“Viva the heroes who gave us freedom! “
“Viva Hidalgo!”
“Viva Morelos!”
“Viva Allende!”
“Viva Aldama and Matamoros!”

During the speech, the bell as ringing in Quintana Roo Park, reenacting the ringing of the bell prior to the “Grito.”
The Mayor was accompanied by his wife Mrs. Gina Ruiz de Marrufo, his children Gerardo and Santiago, as well as the Ambassador of Independence 2016, Rosario Guadalupe Lorenzo Lope and Nina Independence Ximena Martínez Alarcón.
Also in attendance were Comandante de la Guarnición Militar, General Brigadier D.E.M. Lucio Alfaro Banda; the Comandante del Sector Naval, Contralmirante C.G.D.E.M. Eliseo Alberto Adán Caballero Rosas; the Comandante de la Base Aérea Militar número 4, Jesús Manuel Bañuelos Pineda, Capitán de Puerto José Ángel Suarez Vallejo, and the Cuerpo Colegiado.
After the official Independence Day ceremony, the fireworks began, drawing the attention of the cozumeleñas families and tourists gathered in Quintana Roo Park. The important commemoration was attended by local artists, such as singers and Folklore Groups who took part in the popular festival which concluded late into the morning hours. Cozumeleños and visitors enjoyed the Mexican food, rides and patriotic fervor that illuminated in the 206 anniversary of the Independence of Mexico.

Giving Back
The Cozumel Sun provides a service to the English speaking community by providing news and information. The local community through us, can reach out to the non-Spanish speaking residents and visitors. Most important to my cause though, is to give back to this community I now call home. I support one full time family of four, supplement the income of a second family of four, and assists individuals in the community as emergencies arise.
The Mexican people are hardworking, we help those that are working hard to help themselves, children, the elderly and disabled. Please read my section under volunteer opportunities that addresses the cost of living versus minimum wage in Mexico.
We are on a fixed income; we make ends meet with the help of our On-Going Garage Sale and Donations. In the spirit of providing a long term means of support, we opened up a store, Papeleria y Novedades Mama Lilly for one of our local families. I am teaching the Martinez family the ins and outs of running a business that will hopefully support their family when I am no longer around. It will be years before any income comes from the store, we must reinvest in merchandise and we still owe $25,000 pesos ($1,500 U.S.) for the startup costs. To show you how hard we work, our hours are 6:30 a.m. to 10 p.m. during the week ( no siesta break in the middle), 8:00 a.m. to 10 p.m. Saturdays and 11 a.m. until 8 p.m. on Sundays. We deliver to your home, or office. We are located at home, so we open before or after hours for customer emergencies. We are licensed and issue Facturas. We sell office and school supplies as well as gifts. We make copies, print, laminate, and are learning binding. We loan the use of our computers to the children in the neighborhood to research their homework.
