History

In 1976 Procuraduría Federal del Consumidor (Profeco) was created through the enactment of the Federal Consumer Protection Law (LFPC). This agency emerged as the institution in charge of defending the rights of consumers, preventing abuses, and guaranteeing fair consumer relations. Mexico became the first Latin American country to create a prosecutor’s office and the second with a law on the matter.

Six years later, in 1982 the institution already had thirty-two offices in the main cities of the country. Currently, Profeco has a total of thirty-two delegations and nineteen sub-delegations, which adds up to a total of fifty-one offices throughout the Republic.

Empower the consumer by effectively protecting the exercise of their rights and public trust, promoting reasoned, informed, sustainable, safe, and healthy consumption, to correct market injustices, strengthen the internal market and the well-being of the population.

Vision To be an Institution close to the people, effective in the protection and defense of consumers, recognized for its strict adherence to the law, with the ability to promote equality, non-discrimination, citizen participation, and education for consumption responsible.

– Generate a culture of responsible consumption.

– Provide timely and objective information for making consumer decisions.

– Implement methods of prompt and accessible attention to the diversity of consumers.

I found two addresses for Profeco in Cozumel and two separate numbers. Prior to the Pandemic they also set up modules in areas with heavy tourist traffic. I anticipate they will return if they have not already done so.

Ironman Cozumel 2021

Cozumel will once again proudly host the Ironman Competition this Sunday, November 21. This full ironman is a triathlon consisting of swimming, biking, and running. Annually athletes from all over the world come to our beautiful island to compete.

Consumer Fraud Reported

One of our readers contacted us for assistance via telephone from Oklahoma. We provided the couple with contact information to file a claim against the store that sold them fake jewelry. The couple asked that we warn our readers and followed up with a letter detailing their experience.

Cozumel Sun News November 18: Consumer Fraud at Cruise Terminal Reported

In summary, the couple arrived on the island on November 2, on the Carnival Cruise ship Dream from Galveston, Texas. The story is heartbreaking. They are an elderly couple, and the husband has a terminal illness. The wife felt safe purchasing jewelry as she stated they stayed in cruise port area.

I have never been in the cruise ship terminal; therefore, I am not familiar with the layout or the stores. The letter referenced a jewelry store inside The Mayan Flea Market. They purchased a ring, a bracelet, and diamond earrings. They did receive a receipt but did not receive a certificate of authenticity.

While I had put them in contact with PROFECO, they have not taken any action. They will be returning to the island on November 28 and filing a police report if the store does not reimburse them.

Lesson Learned

Cozumel has many reputable jewelry stores such as Sergio´s Silver that have been around for years. If you are going to purchase an expensive item versus a trinket or souvenir, do your homework first. If an offer is too good to be true, it is more than likely a fake. However, Cozumel does not tolerate theft, please report any illegal activities to Mexico´s Consumer Protection Agency PROFECO. I will offer to assist the couple when they return at the end of the month.

Living Without a Car in Cozumel

We could not afford to keep repairing the lemon we had for transportation. Getting rid of our vehicle was a big step. We have a family of now seven to shop for as well as a business.

I am utilizing my electric wheelchair with a backpack for small purchases at the store. Sharon also has a mobility scooter with a backpack and basket. Add to our caravan one strong teenager and we are good to go if it is not raining.

At first, I had a tough time maneuvering their website. The English translation sometimes makes finding the items difficult. There are items that can only be found by searching storewide. Other items you must specify the department, or you will never find it. I am slowly improving.

The hardest time I have had has been with grocery items that are in kilos or grams. My first delivery included one little piece of chicken and one solitary porkchop! After laughing hysterically, we reordered, and I now use the option of ¨pieces¨ versus weight whenever possible.

The same day delivery works great, you pick the day and times. Hats off to both delivery guys I have had, they are fast and personable. However, both have vehicles in worse condition than the lemon we sold. You can hear them coming and wonder if the car will start again. Do not forget to tip!

The only downside is that Chedraui only takes local debit and credit cards. Check out Chedraui.com online.

Sam´s Delivers

I jumped for joy when I discovered Sam´s delivers AND takes United States debit and credit cards including American Express. I found their website easier to maneuver than Chedraui, either that or all the practicing in the Chedraui website paid off.

The downside, not all their items are available for home delivery. This was disheartening as things such as the buckets of cat litter are big items in our four-cat family. Check out Sam´s Club Online.

Other friends and family have used delivery services such as Monster Delivery Service. They grocery shop, pay your bills, make bank deposits,  pick up your purchases from homes, stores, and restaurants.

We will be donating the medication that we have on hand to the Medical Infirmary of Todos Somos Cozumel. As of today we have Levodropropizina 600 mg., Discral Sucralfato 1 g., Alpharma 80 mg., Cinarizina 75mg., Mipramid 10mg. (2), Beclometasona 50 mg. Inhaler (3), and Clonazepan 2 mg. (2).

The book exchange is an enormous success. New people continue to trickle in. The number of books in stock grows as people finally find a place to store their books.

We are constantly shuffling things around to accommodate the increasing number of books. Over the next few months we expect some new books and puzzles from our readers currently abroad.

Business is Slow

Unfortunately, things continue to be slow at the store. We have had little to no responce to online sales, Avon Catalogs, or donations. The good news is we see new faces daily, so there is hope.

Schools Open!

Hallelujah! The schools are open! We are having the children starting to trickle in. The good news is this week we had three public school teachers contract us to print tests. The bad news is we give them a 50% discount, so it is very little income over our cost.

Welcome to the Cozumel Sun! Since 2006, TCS website, Facebook Group, and Facebook page has provided the latest news and information from Cozumel, Mexico. There are no paid staff. TCS is non-profit and non-government funded. Donations help pay for website expenses, taxes, and fees. Donations support our community assistance program. TCS Community Assistance TCS provides assistance to local individuals and families with emergency food, medical expenses and medication.   1. Thanks for you comment about Sergio’s. I sent the family a copy.
    Great article encouraging people to report to PROFECO if they bought a piece of jewelry after being told it was 925 silver, gold not gold plated or a natural gemstone and then find they were lied to. Even if the store refunds their money, it is important to make the report.
