Seguro Popular Ends
Seguro Popular, Mexico’s medical insurance for those without coverage has ended. In 2019 Changes to the program made it a once in a lifetime three-month coverage for foreign nationals.
As of January 1, 2020, Seguro Popular has ceased to exist all together replaced by President Obrador’s National Insurance program INSABI.
Follow-up on INSABI
I was informed that INSABI is only available to Mexican Citizens. However, the employee I spoke to at Cozumel General did not seem very informed and consequently could not answer my questions.
There is speculation in the news that INSABI will be able to invoice Medicare therefore providing services to US Senior Citizens in Mexico. Likewise, Mexicans insured under INSABI would be able to receive care in the United States.
Due to the importance of this issue, I will schedule an appointment with the Hospital Director Dr. Villanueva to get further clarification.

Mexico Immigration Fees 2020
If you are traveling to Mexico, applying for a Temporary, Work, or Resident Visa this year, here are the latest fees.
Internment by land (Only applies to the Representative Office of Quintana Roo, Chiapas, Tabasco and Campeche): Visitor border worker: $ 403 MXN
Internment by land, sea or air
*For the reception and study of the application and, where appropriate, the issuance of immigration document proving the condition of stay:
Visitor without permision to work for pay: $ 575 MXN
Visitor with permission to perform paid activities: $ 3,207 MXN
Visitor for adoption purposes: $ 3,111 MXN
Temporary Resident:
Up to one year: $ 4,271 MXN
Two years: $ 6,400 MXN
Three years: $ 8,106 MXN
Four years: $ 9,607 MXN
Permanent Resident: $ 5,206 MXN
Change of stay condition: Reception and study of the application and, where appropriate, the authorization of the change of stay condition: $ 1,365 MXN
Regularization of the immigration situation: Reception and study of the application and, where appropriate, the regularization of the immigration situation: $ 1,365 MXN

Certificate to verify immigration status: $ 437 MXN
Departure and return permit to the country: $ 437 MXN

Authorization of the condition of temporary resident stay, when the foreigner proves to be a minister of worship or belong to a religious association, for each year: $ 1,012 MXN
APEC Business Travel Card: For the study, processing and, where appropriate, issuance of the APEC Business Travel Card (ABTC): $ 1,412 MXN
